Oleg Nesterov f7dd795e91 [PATCH] setpgid: should not accept ptraced childs ...

sys_setpgid() allows to change ->pgrp of ptraced childs.

'man setpgid' does not tell anything about that, so I consider
this behaviour is a bug.
